These PVC-coated ST style hubs are used to finish running conduit through the wall of a sheet metal electrical enclosure. It is available with or without a grounding handle. STTB hubs are "cross-barrier" fittings used to pass duct ducts through firewalls or bulkheads up to 1/8″ thick. STTTB style hubs perform the same function for unlimited wall thickness.
