The origin of the Jihadist Action in the modern era is dated to the formation of a famous group from Al-Ared and some surrounding areas, which supported King Abdulaziz in the restoration of the city of Riyadh in 1319 H, according to Abdurrahman Al-Ruwaished, who named sixty-four men from that group.

In the forties of the Hijri calendar, a new group named Al-Ekhwan (brothers), joined that group and contributed to forming a largest military force in the Arabian Peninsula comprising around (76500) fighters, according to Ameen al-Rihani. The force, which did not pose any financial burden on the State, contributed in uniting the country under the leadership of King Abdulaziz, may God rest his soul.

A new more organised era began with the advent of the so-called "Al- Hagganah" (Fighters on camels' backs), according to Dr. Ibrahim Al-Otaibi in his study of historical "State Organisations in the Reign of King Abdulaziz". The commander of Al-Hagganah from 01/09/1350-1354 H. was Muhammad bin Ibrahim Al-Sultan, from Dharma, deceased in 1371 H.

The work of Al-Hagganah was assigned to the Office of Ahal Al-Jihad (the people of jihad), which had existed in the Royal Court, according to Fouad Hamza in his book "Al-Bilad Al-Arabia Al-Saudia" (The country of Saudi Arabia).

After the formation of the "National Guard" in 10/09/1374 H., the name of the Office became "Ahal Al-Jihad" (the people of Jihad), and remained associated with the Royal Court; and has continued to oversee the affairs of the mujahideen—disbursement of salaries and organisation of their units. The mujahideen militants became a reserve force, according to Al-Otaibi in his historical study.

In 1383 H., the Office has been linked to the interior ministry with a separate budget.

Currently the Mujahedeen General Administration carries out many security tasks - such as guarding water sources and oil pipelines; combating begging, drug smuggling and support the public security besides participating in the service of pilgrims among others, under follow-up and patronage of the minister of interior; the deputy minister of interior; and the assistant to minister of interior for security affairs.

The Director General of The General Administration of Mujahideen now is Maj. Gen. Mansur bin Abdullah Al-Sheddy.
